I have the honour to inform you that in June

1920 the Chairman of the Trustees of the Hongkong Sailors'

Home approached the Government with a view to obtaining a

more central site either in the City of Victoria or in

Kowloon.

The Sailors' Home is on a site in Des Voeux

Road, West, containing 82,660 square feet. The proposal to

grant this site for a Sailors' Home was made in Sir Hercules

Robinson's despatch No.113 of the 5th July, 1861, and

7477% Lezbi, 1st October, 1861. In 1877 a lease was prepared for the

Inclosure 1.

land as Marine Lot No.187A, of which I enclose a copy. This

lease was considered by the late Crow Solicitor, Mr. Wakeman, and the present Attomey General, Mr. Kemp, and they were both of the opinion that the situation that has arigen does not come under the clauses which deal with the two questions of resumption for a public purpose and the use of the premises for some purpose other than that of a Sailors' Home. It has, therefore, been arranged with the Committee of the Sailors' Home to deal with the matter without reference to strictly legal rights whatever they may be. The community of the Colony subscribed $50,000 for building the Home while the Government gave the site, and it is proposed to grant a new site in Kowloon and a sum of
